Service Coordination Handbook & Resources

This publication provides guidance on gathering information with a family about their resources, priorities and concerns to inform the development of the individualized family service plan (IFSP) of supports and services for the child and family.

The ICC-Recommended Early Start Personnel Manual (ESPM) describes core knowledge and role-specific competencies needed for early intervention service provision, incorporating current research and evidence in the field of early intervention. To access the ESPM, CLICK HERE.

This resource is related to the following ESPM knowledge-level competencies:

• Core Knowledge (CK):
  • CK10: The significance and study of team models, collaboration and relationship-based practice.
• Evaluation and Assessment (EA):
  • EA1 (EIS): Knows legal and ethical responsibilities, including confidentiality related to evaluation and assessment.
  • EA3: Understands roles and responsibilities for team members including parents/caregivers in the evaluation and assessment process.
  • EA4 (EIS): Knows strategies that support parents/caregivers in identifying and articulating their concerns about their infant/toddler’s development and needs.
  • EA6 (EIS): Knows assessment strategies for families who represent diverse cultural and linguistic backgrounds.
  • EA7 (EIS): Knows strategies to determine child and family strengths, typical routines and activities and preferred teaching and learning styles.
  • EA9 (EIS): Knows strategies for formal and informal evidence-based assessment such as observation, naturalistic play-based assessment and family interviewing.
  • EA11 (EIS): Understands the elements of ongoing child and family assessments that monitor effectiveness of intervention within natural settings.
• Individualized Family Service Plan Development and Review (IFSP-DR):
  • IFSP-DR2 (EIS): Understands the concept of mentoring and its importance with parents and other IFSP team members.
• Individualized Family Service Plan Implementation (IFSP-i):
  • IFSP-i8 (EIS): Understands the parallel process and how coaching as an intervention strategy promotes parent confidence and competence in meeting the child’s needs.
